This notice is provided by the business development staff at WinTec Arrowmaker, Inc. We are looking for resumes from the Special Tactics community for individuals to join our next proposal effort. WinTec is an incumbent DoD prime contractor now supplying services to the Air Force Special Operations Command (AFSOC) via the Command’s SETA III support contact. Additionally, WinTec is providing UAV experimentation support to USSOCOM and the Naval Post Graduate School. It is at these venues where advanced tactics and technology prototypes are being developed for future missions such as UAS enabled Joint Terminal Attach Control. WinTec is materially committed to these efforts. For the past 11 years WinTec has maintained a Prototype Maintenance Facility (PMF) at Rattlesnake Point (RSP) in Tampa where we are on the cutting edge of this vital mission area and also where USSOCOM’s first UAS operator course was established 11 years ago.
AFSOC’s contracting officer issued a request for proposal (RFP) Wednesday night for the purpose of supporting the 720th Special Tactics Group and its squadrons. WinTec has formed a team specifically designed to win the contract and then provide the very best possible solution in support of a critically important Special Tactics skill set.
According to the draft performance work statement (PWS) issued by the AFSOC contracting officer, the 720th STG is looking for:
“Contractors will provide necessary assistance in managing programs and producing Combat Mission Ready (CMR) JTAC and SUAS operators, instructors and evaluators. Overall, the 720th Special Tactics Group requires contracted JTAC and SUAS program managers to support Air Force Special Operations Command (AFSOC) program management, training, and production of JTACs and SUAS operators.”
The draft RFP further implies that this support and personnel will be needed at the following locations: Hurlburt, Ft Benning, Pope, McChord, Kadena, and Mildenhall.
It appears that AFSOC’s intent is to award the contract to a Small Business (SB) Service Disabled Veteran Owned (SDVO) company. WinTec qualifies for this classification and more importantly is a mature, vetted, compliant team possessing the know-how to win and a history of doing so in the Special Operations and AFSOC community. We know from considerable experience that a winning proposal must demonstrate a certified large volume of past contract performance; clearly define management processes and prove its capacity for enterprise management; identify, analyze and mitigate program risk; develop and deliver a historically audited and competitive rate and cost structure; and finally describe a clear technical approach to meeting the requirements implicit in the needs of the Government client.
